SUMMARY
With the passage of the American Rescue Plan Act, the Inflation Reduction Act of 2022, the Infrastructure Investment and Jobs Act of 2021, the Honoring Our PACT Act of 2022, and the CHIPS and Science Act of 2022; Democrats in Congress are delivering concrete results for rural communities.
- Good jobs and wages because on average, household incomes in small towns and rural communities are lower than other areas of the country. Over the last two years, congress has allocated over $25 billion for rural exclusive or rural focused job creation programs.
- Lower daily expenses because rural Americans spend a larger share of their budget on day-to-day expenses. Over the last two years, congress has allocated over $26 billion for rural exclusive or rural focused cost reduction programs.
- Improving our quality of life because rural residents are underserved by programs to improve their quality of life. Over the last two years, congress has allocated over $21 billion for rural exclusive or rural quality of life programs.
The 117th Congress has passed landmark legislation leading to the largest investment in rural communities in history with substantial initiatives across every key issue facing rural America. By increasing good-paying jobs and wages, decreasing daily expenses, and improving the quality of life in small towns and rural communities this Congress is delivering tangible results for rural communities across America.

THE RURAL INVESTMENTS FROM THE 117TH CONGRESS WERE HISTORIC
The historic investments from the 117th Congress began with the American Rescue Plan Act (ARPA), which was passed with only Democratic votes. It’s one of the most significant rural prosperity bills we’ve seen in years. Specifically, ARPA provides benefits to small towns and rural communities and their residents to deal with income needs, housing, and broadband. ARPA pumped money into rural areas – and we know it’s working because so many Republican governors tout programs funded by ARPA.
Congress also passed the Infrastructure Investment and Jobs Act (IIJA), an issue that became a reality under a Democratic president and Democratic Congress. The IIJA provided significant benefits – and jobs – to rural America. Roads. Broadband. Water. All key for rural communities.
In July of 2022, Congress passed the CHIPS + Science Act, which included a pilot program for the RECOMPETE ACT, sponsored by Rep. Derek Kilmer which will provide grants based on communities’ level of economic distress. Grants can be used for a range of needs from business advice for small and medium-sized local businesses and entrepreneurs to land and site development to infrastructure and housing, including improvements in transit, roads, broadband access to job training oriented to regional or local labor market needs. The communities get to decide what they need and get the technical assistance to make it work, from childcare services to transportation support, training, or new facilities. This is another incredible commitment to our small towns and communities.
Then, there’s the landmark Inflation Reduction Act, which addresses the climate crisis and the very real crisis of rising health care costs. The climate crisis has a growing death toll and has caused incredible damage around the country, including rural communities. People living in rural areas have become all too familiar with drought, violent storms and floods, rising temperatures, and megafires. This law makes the most significant contribution ever to addressing the crisis, yet every Republican in Congress voted against this legislation
These investments will significantly reduce the digital divide between urban and rural communities. Huge investments will be made to the nation’s digital infrastructure like broadband and internet service, and 21st-century digital tools will be provided to schools and rural communities across the country.

REDUCING HEALTH CARE COSTS AND EXPANDING ACCESS FOR RURAL COMMUNITIES
Rural America is statistically older than the rest of the population and generally more likely to interact with the health care system as rural adults show a higher prevalence of serious health risk factors, such as obesity, diabetes, and tobacco smoking nationwide.
THE AMERICAN RESCUE PLAN:
- Distributes billions to ensure rural hospitals and clinics can keep their doors open, address workforce challenges, and make up for the lost revenues and increased expenses caused by the pandemic (Treasury)
THE INFLATION REDUCTION ACT:
- Lowers prescription drug costs by allowing for common sense negotiation of drug prices, as well as consumer rebates on price increases from drug manufacturers (HHS)
- Provides funding for healthcare for Americans suffering from disabilities related to the Black Lung Disease (IRS)
- Cuts Medicare costs and expands coverage for beneficiaries (HHS)
- Caps the cost of insulin at $35 for senior citizens on Medicare (HHS)
- Lowers health care premiums, largely for small business owners and elderly Americans in rural areas (HHS)
THE PACT ACT:
- Expands health care for post-9/11 combat veterans who are disproportionately rural (VA)
- Provides additional services for medical issues related to toxic material exposure (VA)
- Improves resources to support the VA’s claims processing efforts (VA)
CLEAN WATER IN RURAL COMMUNITIES
Rural populations are more likely than their urban counterparts to rely on untreated domestic wells that are unfluoridated and are more likely to be exposed to other types of contaminants from industrial or agricultural activity. Too many rural communities lack adequate wastewater systems and must contend with sewage backing up into their yards and homes.
THE AMERICAN RESCUE PLAN AND INFRASTRUCTURE INVESTMENT AND JOBS ACT:
- Fix old water and wastewater infrastructure, including: fixing old lead pipes, replacing culverts, updating septic tanks, and repairing old dams and reservoirs (Treasury, EPA)
- Technical assistance for accessing clean and safe drinking water funds (EPA)
- Expand rural water projects and provide technical assistance to rural water systems that are experiencing day-to-day operational, financial, or managerial issues (Treasury, EPA)
- Expand the Indian Health Service (IHS) program to address sanitation needs (Treasury, EPA)
LOWER ENERGY COSTS AND COMBATING CLIMATE CHANGE
Due to the lower densities of the population over wider areas, rural families face the highest energy burdens of any household group in America and spend a much larger percentage of their income on energy bills than the average family. Rural communities are more likely to be serviced by smaller rural coops or publicly owned utilities that may lack the capacity or resources to invest in comprehensive energy efficiency programs. As such, energy costs are vastly higher than the national averages and higher than in metro areas.
THE INFLATION REDUCTION ACT:
- Increases existing USDA programs promoting climate-smart agriculture, rural energy efficiency and reliability, forest conservation, and more (USDA)
- Expands renewable and sustainable forms of electric energy production such as rural electric co-ops and the Rural Energy for America Program (USDA)
- Funds drought response, wildlife and forest protection, and climate resiliency efforts across rural America (USDA)
- Reduces reliance on hazardous fuels and cleans up toxic superfund sites (EPA)
THE INFRASTRUCTURE INVESTMENT AND JOBS ACT:
- Provides funding to communities for climate change resiliency and protection plans (FEMA, NOAA)
- Provides capital to maintain, expand, upgrade, and modernize America’s vast rural electric infrastructure, as well as other clean energy sources (USDA, IRS)
JOBS, ECONOMIC DEVELOPMENT, AND DIRECT STIMULUS
During the 11-year recovery following the Great Recession, Gross Domestic Product growth in rural America lagged behind urban GDP growth. Rural areas in the aggregate experienced post-recession growth of 14.8 percent while urban areas registered 19.2 percent growth. The largest segment of the civilian workforce in rural counties (22.3 percent) is employed in the education services, health care, and social assistance industry, which is made up of schools, hospitals, home health care services, and similar employers. Another 10.9 percent of the workforce in rural counties is employed in the retail trade industry.
THE AMERICAN RESCUE PLAN:
- Provides billions of dollars through the State and Local Fiscal Recovery Fund (SLFRF) which can be used to supplement public services that were scaled back or lost during the pandemic. This is one of the largest injections of funding for rural communities (Treasury)
- Saves jobs in the restaurant, tourism, and service industries (Treasury)
- Helps rural renters and homeowners who were struggling to make monthly payments (Treasury)
- Expanded the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC) which rural communities disproportionately benefited from (IRS)
THE INFLATION REDUCTION ACT AND INFRASTRUCTURE INVESTMENT AND JOBS ACT:
- Invests in projects that fundamentally reshape the nation’s energy and climate infrastructure, placing rural America at the heart of the transformation (USDA, EPA, DOT)
- Expands opportunities to assess, restore, and clean up areas that have caused environmental harm (EPA)
THE PACT ACT:
- Requires the VA to develop and implement a national rural recruitment and hiring plan for community-based outpatient clinics and medical centers in rural America (VA)
THE CHIPS AND SCIENCE ACT:
- Authorizes a $1 billion RECOMPETE pilot program to alleviate persistent economic distress and support long-term economic development in rural communities (Commerce)
TECHNOLOGY
Today, more jobs require training in science, technology, engineering, and math than ever before. According to the U.S. Bureau of Labor Statistics, occupations in these fields are projected to grow 8 percent by 2029, more than double the growth rate of non-scientific professions. Only 13 percent of rural and small-town students major in math and science in college, compared with almost 17 percent of students in the suburbs. That’s a large 4 percentage point gap.
THE AMERICAN RESCUE PLAN AND INFRASTRUCTURE AND JOBS ACT:
- Address the longstanding digital divide by ensuring that broadband services reach all unserved and underserved areas in the country (USDA, Commerce)
THE INFRASTRUCTURE INVESTMENT AND JOBS ACT:
- Offers digital equity grants to fund initiatives that promote digital inclusion for rural communities (Commerce)
- Provides eligible lower-income households with a discount of up to $30 per month (up to $75/month on Tribal lands) toward internet services – as well as a one-time discount of up to $100 to purchase a laptop, desktop, or tablet (Commerce)
THE CHIPS AND SCIENCE ACT:
- Authorizes new and expanded investments in STEM education and training for learners, educators, and researchers at minority-serving and emerging research institutions, and in rural communities (Commerce)
TRANSPORTATION
For decades, rural communities have struggled to maintain crumbling roads and bridges in the face of shrinking tax bases and diminishing resources.
THE INFRASTRUCTURE INVESTMENT AND JOBS ACT:
- Invests in rural Americans’ transportation options like funding for a new rural ferry program and investments in an electric vehicle infrastructure network that focuses on rural areas (DOT)
- Fixes rural roads and bridges by making the single largest investment in repairing and reconstructing our nation’s bridges since the construction of the interstate highway system (DOT)
- Extends the Secure Rural Schools program, funding critical projects for rural schools, roads, and other municipal transportation services (DOT)
- Invests in projects in rural areas to help preserve and improve highways and bridges, bike and pedestrian infrastructure, and transit capital projects (DOT)
